After you collect your luggage and before you exit into the arrival hall, you pass through a customs inspection zone. This is where China Customs screens incoming baggage for prohibited items, undeclared goods, and items exceeding duty-free limits.
The Two-Channel System
China Customs operates a Red and Green Channel system, consistent with international customs practice. The choice is yours, and your legal responsibility.
Green Channel — "Nothing to Declare"
Use this channel if ALL of the following are true:
- You are not carrying cash exceeding 20,000 RMB or USD 5,000 equivalent in foreign currency
- You are not carrying goods for commercial purposes
- You are within the duty-free limits for alcohol (1,500 ml) and tobacco (400 cigarettes)
- You are not carrying any prohibited or restricted items
- You do not have goods that require a customs permit (gold, wildlife products, etc.)
Walking through the Green Channel is a legal declaration that you have nothing to declare. It is not a shortcut — it is a statement.
Red Channel — "Goods to Declare"
Use this channel if ANY of the following apply:
- You are carrying cash above the declaration threshold
- You have goods that exceed duty-free allowances
- You are carrying items intended for commercial sale or business use
- You carry restricted items that require a permit
- You are unsure whether something needs to be declared
At the Red Channel, you hand your completed customs declaration form to the officer. They may ask to inspect the declared items. If everything matches and is within permitted limits, you are cleared. If duties apply, the officer calculates and collects them on the spot.
How Baggage Screening Works
China Customs uses a combination of approaches:
- X-ray machines: Large scanners at the exit of the baggage claim area. Officers monitor screens and may flag bags for further inspection based on the X-ray image.
- Random selection: Some travelers are randomly selected for manual inspection regardless of which channel they choose.
- Targeted inspection: Officers may single out travelers based on origin, behavior, or appearance of luggage.
If selected for inspection, you will be asked to open your suitcase. Officers typically check specific items flagged by X-ray rather than emptying the entire bag. Cooperate calmly — this is routine.
What Gets Flagged
Items that commonly draw customs attention during X-ray:
- Dense rectangular blocks (could be large amounts of cash)
- Organic shapes (food, plants, animal products)
- Electronic devices in multiples (suggesting commercial intent)
- Bottles in unusual quantities
- Items with metallic density that do not match typical personal items
