China Tax Refund at Airport: Complete Guide

Last Updated: June 17, 2026·Foreigners departing China who have made eligible purchases·6 min read

In a Nutshell

The airport tax refund process has two checkpoints — the customs desk before security (to stamp your form) and the refund agent after security (to receive your money) — do not go through security before getting the stamp.

Prerequisites

  • Tax Refund Application Form from the store where you made the purchase
  • Original sales invoice
  • The purchased items (accessible for inspection)
  • Passport and boarding pass

Step-by-Step

The airport departure tax refund has a specific sequence. Missing a step means losing your refund. This guide walks through exactly what to do and when.

Before Leaving for the Airport

  1. Organize your documents:

    • Tax Refund Application Forms (one per store)
    • Original sales invoices
    • The purchased items themselves
    • Your passport
  2. Pack strategically:

    • If items are going in checked luggage: pack them near the top of your suitcase so they are easy to access. You will need to show them to customs, then re-pack and check the bag.
    • If items are going in carry-on luggage: keep them in an easily accessible bag that you can hand to the officer.
  3. Arrive early. Add 30-45 minutes to your normal airport arrival time. The tax refund process has two separate stops with potential queues at each.

Step-by-Step Guide

Step 1: Check In (But Do Not Check Tax Refund Luggage Yet)

Go to your airline's check-in counter. Tell the agent: "I have tax refund items in my checked luggage." The agent will:

  • Print your boarding pass
  • Tag your luggage normally
  • Return the tagged luggage to you instead of sending it on the conveyor belt

Do not let them convince you to send the bag through. Once the bag is on the belt, retrieving it for customs inspection is nearly impossible.

Step 2: Go to the Customs Tax Refund Counter (Before Security)

Find the Customs Tax Refund counter in the departure hall, before the security checkpoint. Look for signs saying "离境退税" (Departure Tax Refund) or "Customs Tax Refund." It is typically near the customs area or the international departures entrance.

At the counter:

  1. Present your Tax Refund Application Form, sales invoices, passport, and boarding pass.
  2. The officer may ask to see the items. Open your checked bag or carry-on and show the items.
  3. The officer stamps your Tax Refund Application Form.
  4. If your items were in checked luggage: after the stamp, return to the check-in counter and hand over your suitcase. The agent now sends it through.
  5. If your items are in carry-on luggage: keep them with you and proceed to security.

Step 3: Go Through Security and Immigration

Proceed through security screening and exit immigration as you normally would for any international departure. The stamped refund form stays with you.

Step 4: Find the Tax Refund Agent (After Security)

After immigration, locate the Tax Refund Agent counter in the departure lounge. It may be labeled as "Tax Refund" or "退税" and is usually near duty-free shops or currency exchange desks.

At the counter:

  1. Present your customs-stamped Tax Refund Application Form, passport, and boarding pass.
  2. Choose your refund method:
    • Cash (RMB): Immediate — the agent hands you RMB banknotes. You can use this cash in the departure lounge or exchange it at your destination.
    • Bank card refund: The refund is credited to your Visa or Mastercard. Processing takes 7-15 business days. You receive a confirmation slip — keep it.
    • Alipay: The refund is sent to your Alipay account, typically within 24 hours.
  3. Count the cash or keep the confirmation slip.

Step 5: Proceed to Your Gate

The tax refund process is complete. Proceed to your gate for boarding.

Refund Calculation

  • Purchase amount: The total you paid at the store (including VAT)
  • Base refund rate: 11% of the purchase amount
  • Agent handling fee: 2% (deducted by the refund agent)
  • Actual refund you receive: 9% of the purchase amount

Example: A 2,000 RMB purchase generates a 220 RMB base refund (11%). The agent deducts 40 RMB (2%). You receive 180 RMB (9%).

The minimum purchase to qualify is 500 RMB at a single store on the same day. Purchases from different stores cannot be combined, even if they are in the same shopping mall.

Common Pitfalls

Common Pitfalls

  • Going through security first. The customs stamp counter is before security. This is the most frequent and most costly mistake — once you are through security, you cannot go back, and without the stamp, the refund agent after security will not process your refund.
  • Letting the check-in agent send your checked bag through. If your tax refund items are in checked luggage, you need the bag with you at the customs counter. Insist on the tagged-but-not-sent procedure. If the check-in agent is unfamiliar with this, ask for a supervisor.
  • Missing the refund agent after security. Some travelers get the stamp, go through security, get distracted by duty-free shopping, and forget to visit the refund agent. The stamp alone does not trigger a refund — you must present it to the agent.
  • Tax refund items not accessible. If the items are buried in your carry-on under layers of other items, the officer may not wait for you to unpack everything. Pack refund items in an outer pocket or at the top.
  • Missing items. The officer expects to see the exact items listed on the Tax Refund Application Form. If you left one item at the hotel or gave it away, the refund for that form may be denied.
  • Counter hours. Tax refund counters at smaller airports may have limited operating hours — they may not be open for very early morning or late night flights. Check in advance if flying from a secondary airport.

What If Something Goes Wrong

ProblemSolution
Check-in agent sends the bag through before customsAsk the supervisor to retrieve the bag. Large airports have procedures for this; small airports may not. This is why you must be explicit at check-in
Customs counter is closedThis is rare at major airports but possible at secondary airports. If closed and you have no alternative, the refund is lost
Lost the Tax Refund Application FormCannot be reissued. The refund is lost
Forgot items at hotelItems must be physically present for inspection. Without the items, the refund is denied for that form
Agent claims the form is invalidAsk for the specific reason. Common issues: the store is not registered for tax refunds, the form is incomplete, or the purchase does not qualify (under 500 RMB, excluded category)

Red Line Warning

The customs tax refund counter is before security. If you go through security first, you cannot return to get your form stamped, and your refund is forfeited.
